Know Your Government

Thus far, the 2009-10 legislative session has seen the introduction of 1,722 legislative proposals, 189 of which have been signed into law.

Over the course of the session, I receive many contacts from individuals about bills working their way through the legislative process.  As the close of the 2009-10 session approaches, and many bills remain in play, the following information may be helpful to find the latest information on the status of legislation that may be of interest to you.  


 

The Wisconsin State Legislature

The "Searchable Infobase" of "Bill and Rule Histories" that appears on the Wisconsin State Legislature Website holds the key to viewing bills, amendments, fiscal estimates, and a history of where the bill has been and the latest action taken on it.  The history of a bill will also show a description of the committees that a bill was referred to, as well as any votes taken in the committee or in the full Assembly or Senate.

The legislature's website also provides access to Wisconsin state laws and rules.  If you have a reference to a law or administrative rule you would like to view, the "Wisconsin Law" link on the left of the Wisconsin State Legislature homepage will allow you to view statutes or administrative codes.
A staff person from Legislative Council is assigned to each Senate and Assembly legislative committee.  The Legislative Council website provides access to plain language descriptions of amendments to bills, and acts that have been signed into law.
The nonpartisan Legislative Fiscal Bureau (LFB) website provides access to numerous publications that relate to the fiscal situation facing the State.  The most comprehensive proposal the LFB is involved in describing is the development of the Wisconsin State Budget.  However, the LFB may also provide information on other bills moving through the legislature that have a fiscal impact on the State as well.
As authorized by the Legislature, the Legislative Audit Bureau (LAB) conducts objective audits of State agencies, programs and operations.  The website provides access to LAB full or abstracted LAB reports.  The most recognized reports from this session include an audit of the Wisconsin Shares Child Care Subsidy Program, Universal Service Fund and Overtime in State Agencies.

WisconsinEye is a non-profit, private public affairs cable network that provides "C-Span" style video and audio coverage of legislative committee hearings, Assembly or Senate Floor Sessions, and other events.  With the proper internet capability and software, the audio and video coverage provided by WisconsinEye may be viewed or heard online.

The above information relates primarily to proceedings in the Wisconsin State Legislature.  However, there are dozens of state agencies for which websites can be easily accessible through the following State of Wisconsin website: http://www.wisconsin.gov/state/core/agency_index.html.
