After the webcast update:
Paul Ryan explained the Patient's Choice Act and proposed shift from employer-based health insurance to plans that link to the individual, offering more freedom to switch jobs or be self-employed and still have access to a plan that does not exclude pre-existing conditions. That plan would be run by the STATES and not our federal government. Tax incentives would shift from employers to individuals for having health insurance coverage and there would be auto-enrollment for anyone who is not on the plan when seeking any government service such as DMV or a social service. Also planned is an integration of Medicaid recipients into the plan so that they do not experience the refusals of care that they now experience. Now many providers refuse care to Medicaid recipients because the government's reimbursement is so low.

Ryan closed his remarks saying that health care reform needs a public debate and he believes it should be taken back to the constituents in each state/district before a plan is passed. He says the urgency of Obama's plan is that it needs to get passed BEFORE people read it because if they do - it will not pass!
